Energy Company Obligation (ECO) LA Flex

The Energy Company Obligation (ECO) is a government energy efficiency scheme for homeowners and tenants in Great Britain to tackle fuel poverty and help reduce carbon emissions. ECO4 LA Flex (Local Authority Eligibility Flexibility), helps homeowners or private tenants with the installation of home energy efficiency measures - without necessarily being in receipt of any benefits.

The ECO scheme is a government initiative that offers financial assistance for energy-efficient upgrades to households in Great Britain. Homeowners with a low EPC rating can apply for a package of energy-saving measures and heating improvements through the ECO scheme. LA Flex, also known as Local Authority Eligibility Flexibility, helps homeowners or private tenants with the installation of home energy efficiency measures. LA Flex is available to those who aren’t in receipt of tested means benefits but are living in fuel poverty or are on low income and vulnerable to living in a cold home. The application process for LA Flex will be carried out by ourselves on behalf of you the customer.

What measures are funded under ECO Flex?

You may be able to get support to install:

  • new energy efficient boiler
  • smart heating controls
  • first-time central heating
  • solar panels
  • air source heat pump
  • hybrid air source heat pump
  • loft insulation
  • cavity wall insulation
  • under-floor insulation
  • solid wall insulation
  • room-in-roof insulation

ECO4 LA Flex eligibility

You might be able to get help for energy-saving improvements to your home with an ECO4 Flex grant. There are several ECO4 Flex eligibility routes including:

  • Low income (total household income under £31,000) eligibility
  • Health/vulnerable eligibility (see below)
  • Bespoke targeting eligibility

Your home also needs an energy performance certificate (EPC) rating of D-G (this varies for certain eligibility routes). A property assessment to get a new EPC will be arranged and carried out by an approved contractor as part of the energy funding process.

You may get help with the cost of:

  • insulation work, for example to your loft or cavity walls
  • replacing or repairing your boiler - or other upgrades to your heating

ECO4 Flex Health eligibility

Health can be a major factor in how much heat is required in a property. Therefore health criteria will be important in assessing ECO Flex eligibility. A household with a full-time resident who has one of the following long term and chronic health conditions will qualify:

  • Cardiovascular condition (i.e. coronary heart disease or stroke)
  • Respiratory disease (i.e. COPD and childhood asthma)
  • Immunosuppression (i.e. cancer or diabetes)
  • Limited mobility
